Headlights Won't adjust any higher

I have a 2011 Ford Edge. The headlights are too low. After finding the adjuster screw for the headlights I can't get them to adjust high enough. I adjusted as far as I could in both directions and saw the beam go down and up. Any thoughts?

Maybe the car was previously involved in a front accident & was not repaired/aligned properly?

Try to remove the bulbs & make sure they are seated correctly? Make sure they are the correct type for your Edge, HIR2 (9012).
