Both cooling fans running?

My wife's 2010 Edge SEL had an overheating situation yesterday. Keep in mind that it has been 100+ degrees for the last few days, and actually hit 117 in our area. She was in bumper to bumper on the freeway, and as she got clear of it, and started to get up to speed, she noticed that the temp gauge was almost all the way to hot. She started to pull over, but the temp went back to normal.

 

I checked it in the driveway, and only the passenger side fan seems to be coming on. But after letting it idle, it didn't overheat. So what I'm trying to figure out is if the fans come on at different temps, or if they should come on together. Also, with the a/c on full, should both fans be on? Or does the driver side fan only come on when it gets close to overheating?

 

One more thing, we don't have the tow package.

 

I'm pretty sure that the fan should be on, and this is what caused the overheating in traffic, but I was hoping to hear from some other Edge owners.
