I had the same problem on my daughters 2017 Ford Edge. I took the wheels off and then opened the window on one side and applied and released the park brake. I heard the actuator motor working. Then I did the same for the other side. Then, I unplugged both ends of the wiring harness on each side and used the ohm resistance test on each of the wires on both sides. Only 3 of the 4 showed resistance. I replace the wiring harness (jumper) that was faulty. It only cost $68.88 tax included, at the dealership. Brian
