Is it even possible for me to do it myself? I am very capable but from the looks of it yikes lol

I have a 2008 ford edge sel when i get to 1500 rpm i lose power to everything in the car using a digital multi meter i had my wife hit the gas pedal in park and i was getting 21volts at the battery

So recently i started losing power to my instrument cluster,hvac,moonroof,radio only when i hit 1500rpm in my 2008 ford edge sel in park in my driveway thus not moving. So i had my wife press the gas pedal while i had my multi meter on the battery everytime she hit the gas the voltage would reach about 21volts is this a bad alternator or is there a voltage regulator
