I am glad you brought this up, as I was just wondering about this. I have no vehicle yet but it is currently on rail being delivered. When I check Sync My Ride account under Update & Customize is states: Waiting to download 0 items. Then under Vehicle Health Report it says the following:
Vehicle Health Report and 911 Assist™ are not installed on your vehicle. Upgrade now!
Now most SYNC owners (except Mustang) can upgrade to include this feature—so you can monitor your vehicle''s health—with a touch of a button or a simple voice command:
911 Assist is available in the United States and Canada only, Vehicle Health Report is available in the United States only.
How do I get the upgrade?

Yes. Owners of all SYNC-equipped vehicles (except Mustang) may upgrade their SYNC to include 911 Assist and Vehicle Health Report. The upgrade is a software installation performed by dealers, and eligible customers are responsible for dealer installation charges, which may vary.
To get the upgrade you will need to:
Create or log in to your SYNC owner account now.
Go to the Update & Customize page.
Select the 911 Assist and Vehicle Health Report Upgrade.
Print the Request for SYNC Upgrade Form form and bring it to your dealer.
Make an appointment with your perferred dealership.
Overall, it seems they do not install these features from the factory, so the dealer must install it, possibly for a charge. The fact that your dealer does not have the proper USB cord suggests that they probably have not done an update of any kind, so be weary.
