How do I program a New BCM?

Is there a specific program out there for Fords? Can I use something like HP Tuners or EVI Live? 

Three (3) of my turnsignals went out and I've traced it back to a faulty BCM. I have a replacement, but the new one won't start without programming it with the VIN number. Everything works on the new BCM,

lights, stereo, seats, moonroof, etc., but I can't start the vehicle. The dealership wants $550 to buy another NEW BCM and install it and program it for me.

Looks like this is my only option. I can't find a Ford IDS for under $849. I just have to find a dealer that will just do the programming and not charge me for the BCM and programming.

Just got back from the dealer and they put a brand new BCM in the Edge. Turn signals still don't work (driver front and mirror work, all others dont). I just paid them $90 about a month ago to tell me I needed a new BCM. I just sucked it up and paid the $500 for the BCM and programming and labor and yada yada yada....and the damn thing still doesn't work. 

 

They have no idea they said and would have to "dig into it more". What other options do I have?

Take it back and don’t accept it until everything works correctly.  They screwed up they should fix it.
