Front Hub Cap?

Doing a rotation of the tires , I noticed after taking off the front tires , that the hub has no caps on it exposing the nut that holds them on...is this correct? now i know i my older cars there is a cap u tap on or off to keep out mosture but there is none on the edge...anyone every take off their front tire and see this too? just wondering if it was serviced before and they are missing...any info would help...thanx.... it was pretty rusted and I only had it less than a year......didnt seem right........
