Liftgate Won't Close - 2013 Edge SEL

I have a 2013 Ford Edge SEL that I bought recently knowing the liftgate was having this issue. The power liftgate will open using the keyless entry remote, the button on the dash and the actual button on the exterior of the hatch.  However, it fails to close or even attempt to close. No beep or motor noise.

What I've done.

1. Checked the 30A fuse in under the hood and also the 10A fuse in the drivers footwell. Both are good.

2. Swapped out the power lift support strut with a known working Ford OEM.  Did not solve the problem.

3. Tried the reset of disconnecting the battery (which is brand new). Same results

4. When I manually close the rear hatch and set in down, the locking mechanism does activate and pulls in/locks the hatch.

Try resetting the tailgate sensor by  pressing (and holding) the tailgate close button (upper left on the open tailgate), for 10 seconds.

I have a 2018 Lincoln MKX wit the same problem as NWIowa Edge. I tried the suggested Reset without success. 

Does anyone have another suggestion?

Using FORscan run the "RGTM On-Demand Self-Test" - it might resolve the issue and can do no harm.
