As it changes with engine speed, it's probably an accessory bolted onto the engine.

 

  As your not getting a battery light, probably rule out the alternator. 

 

  Power steering is a common cause, especially when it runs low in fluid. One way to test is to turn the wheels left and right. If the whine gets louder, its probably the power steering pump. (Only the power steering pump will change sound when turning).

 

  Another possible cause is the serpentine belt. Usually presents as a high pitched whine. Usually louder just after the engine is started.
