I don't spend a lot of time in my car with it not running and the phone stays with me when I exit the car. I think that that applies to most owners.

No, no, I get that.

Last week, the Missus and I went to the beach for a few days. Like an idiot, I took the iPad charger with me, and presumed it was the same I could use for our iPhones. Nope!

So, we had to charge the phones in the car (Explorer ST). Phone was in the car for a few hours, and barely charged. Thus, during trips to the shops, we had to charge it then, while the engine was running. Hence, my initial question...

all electronics must disconnect, otherwise the batterie will discharge

Well, not quite all, systems like the SJB listening for a FOB keypress and other electronics remain on. Believe the car's are expected to draw between 35 ma to 50 ma when off.

On my 1st gen, the power points are energized at all times, allowing my Samsung cellphone charger to remain plugged in, charging when the car's off (which I've done several times). It would have been nice if Ford/Lincoln would have allowed this in the 2nd generations. (But I would imagine that a lot of people had battery discharge problems).³

Did you check this? Owners manual implies they stay hot even when the car is off; on the 1st gen cars. (They were still referring to them as "cigar lighter/Power Point" ports in the 1st gen service manual).

I believe they come off individual 20a fuses, which are on the "hot at all times" bus. Only difference that I'm aware of, between the Edge and MKX are the methods used to ground the PP's is slightly different. USB's turn off after 10 minutes or so.

I recently traded my 1st owner '11 Edge Limited for a '19 ST, I can tell you that the power points behave differently between the 2.
The '11 Power points did not turn off, I had an Escort radar detector that stayed plugged in at all times and would power itself down after some time but that was the detector, there was power to the port always.
I also had a voltage readout in the lighter plug and a BT OBDII device always plugged in, These did not seem to make a noticeable impact on the battery.

The '19 shuts off the power point after a few minutes.

It's a nuisance having the USBs shut down just a few minutes after turning the ignition off.

Does anyone know if this can be changed using Forscan?

USB ports are powered by the SYNC system/APIM.  When it shuts down, they shut down.  No changing it.
